From understanding which clan associations or churches qualify under Phase 2B, to decoding balloting risks and distance priorities — these are the most common questions I’ve been asked.
As of 2022, the Ministry of Education (MOE) combined Phases 2A(1) and 2A(2) into a single Phase 2A. The current eligibility is:
If applications exceed vacancies, MOE will conduct a ballot — in that ballot, distance from the school matters.
While it doesn't happen in most schools, balloting in Phase 2A does occur. Channel News Asia reported: In 2024, 21.1% of primary schools conducted balloting at the end of Phase 2A.
In some highly sought-after schools, for multiple years in a row, Phase 2A saw oversubscription and required balloting.
For popular schools with limited vacancies that require balloting, being within 1km does provide a crucial priority edge in Phase 2A.
If the number of applicants exceeds the available places in Phase 2B, MOE will conduct a ballot.
In that ballot, distance from the school matters and follows this priority order:
So yes — living within 1km gives you the highest priority in the event of a ballot during Phase 2B.
In Phase 2C is the most competitive phase — this is where there are typically more applicants with no school affiliation, and balloting based on distance is very common.
The same 1km, 2km, more than 2km priority order applies — so being within 1km gives you a significant advantage.
Phase 2B — for children who have some form of connection to the school, but not as alumni or siblings.
Phase 2C — for children with no prior connection to the school.
